Was working perfectly and now suddenly I have this issue. Those instructions said hide all microsoft services before disabling everything, so I'm guessing it's either one of those things, or something unrelated that's causing it. Failing this i guess I will be re-installing the OS.

I can only go back to my original suggestion, that is you completely uninstall Photoshop, which has been known, under some circumstances, to produce some incompatibilities..
